The aims of this study are to ascertain the situation faced at SNU by doctorate-holding full-time faculty and researchers who are not on the university’s tenure track, and to discuss what SNU can do for this group. Currently, the proposed amendment to the Higher Education Act that is intended to improve treatment of hourly lecturers and better protect their rights and interests is instead making these lecturers’ place at the university more precarious. Not only are the actual benefits that lecturers are starting to receive due to the amendment not meeting initial expectations, but also universities are using a variety of expediencies to reduce lecturing positions because of it.

Therefore, this study, conducted at SNU and for the sake of better understanding non-tenure track doctorate-holders at the university, can be said to be extremely timely. When various factors are taken into account, it is likely that SNU has the most non-tenure track full-time personnel of any domestic university, and thus SNU must make an effort to step forward and actively investigate this issue and propose ways to resolve it. 

Purpose of the Research

To clearly determine the situation of doctorate-holding, non-tenure track, full-time faculty/researchers at SNU and find out what SNU can do for them.

Policy recommendations

a. At SNU 

  • First, recognize non-tenure track faculty/researchers’ importance to the continued existence of the university, and when fiscal priorities are being determined, prioritize this group more highly 
  • Second, create or assign an administrative body within the main administration that will be responsible for all non-tenure track faculty/researchers
  • Third, seek measures to provide a stable foundation for the research efforts of the next generation of scholars
  • Fourth, make efforts to improve the employment stability of non-tenure track faculty/researchers
  • Fifth, fulfil the urgent need for measures to protect the livelihoods of non-tenure track faculty
  • Sixth, create policies to protect female faculty/researchers who have gaps in their career history due to childbirth and childcare

b. Outside of SNU 

  • First, create a “Sejong Fellows” (sample name) program to enable non-tenure track doctorate-holders with outstanding research abilities to conduct research in a stable situation
  • Second, continually increase the research funding available to the younger generation of scholars
  • Third, create university-external organizations, such as a cooperative support center, to support non-tenure track doctorate-holders
  • Fourth, local governments outside of the capital area must strive to provide stable positions to non-tenure track doctorate-holders  
  • Fifth, create a separate research support track for women who have experienced career interruptions
