Seoul National University Diversity Council Provision

Regulation No.2028, Dec. 30, 2015

Article 1 (Purpose) The purpose of this Provision is to regulate necessary matters concerning the organization and operation of Seoul National University Diversity Council according to Article 48-3 of 「Seoul National University Regulation」

Article 2 (Definitions) For the purpose of this Provision, the definitions of terms shall be as follows.

Article 3 (Function) ① Seoul National University Diversity Council (hereinafter referred to as the “Council”) serves the following functions.

  1. Policy research and proposal for protection and promotion of diversity in University.
  2. Publication of annual report on current status concerning diversity and result of improvement
  3. Hearing and submission of opinion on pending issues and policies concerning diversity
  4. Education and campaign on protection and promotion of diversity

② Council shall report to the president on the activities of Council at least once a semester, and submit a recommendation.

Article 4 (Organization) ① Council shall be comprised of not more than 15 members including chair and vice-chair, and shall include more than 4 members recommended by Women Faculty Council.

② The chair of Faculty Council, the chair of Women Faculty Council, the dean of Office of Academic Affairs, the dean of Office of Student Affairs, the dean of Office of Planning & Coordination shall be ex-officio members, and the other members shall be appointed by the president among the people in or outside University who have insight and experience in protection and promotion of diversity, and who are able to listen to the opinions of various minority groups.

③ Council shall include one chair and one vice-chair whom the president shall appoint among the members.

Article 5 (Term of Office) ① The term of office of appointed members shall be two years.

② The term of office of a successor shall be the remaining period of the former member if there is a vacancy during the term of office of appointed member.

Article 6 (Duty) ① The chair shall represent Council and be in charge of Council work.

② The vice-chair shall assist the chairperson, and shall execute as agent if the chairperson is unable to perform his/her duties due to unavoidable reasons.

Article 7 (Meeting) ① The chair shall convene the Council’s meeting, and shall be the president of the meeting.

② Meetings of Council shall be divided into ordinary meeting and extraordinary meeting, and shall be held as follows.

  1. Ordinary meeting: once in every quarter
  2. Extraordinary meeting: When the chair acknowledges the need or there is a request from the majority of members.

③ Meeting of Council shall be held in the presence of a majority of members in office, and a resolution shall be adopted by the affirmative votes of a majority of members present at the meeting.

Article 8 (Sub-council) Council may have a sub-council if it is necessary for operation of Council.

Article 9 (Expert Coordinator) ① Council may have expert coordinator for the purpose of efficiently supporting the work of Council and being in charge of expert investigation·research.

② Expert coordinator shall be appointed by the president with the recommendation from the chair, and may work full-time if necessary.

Article 10 (Cooperation of University Organizations) ① Council may request cooperation to University organizations including submission of materials if it is necessary for the execution of its work.

② University organization which receives such request under paragraph (1) shall faithfully comply therewith unless any justifiable ground exists.

Article 11 (Improvement Recommendation) Council may recommend improvement to University organizations concerning protection and promotion of diversity if it is necessary.

Article 12 (Assistant Administrator) ① Council shall have one assistant administrator in order to process the work and assist the operation of Council.

② An assistant administrator shall be appointed by the president among administrative officials in the division of planning & coordination.

Article 13 (Minutes) Council shall prepare and preserve the minutes in which the date, place, agenda, resolution, etc. of meeting are written.

Article 14 (Supporting Expenses, Etc.) ① The president may support members, related experts or expert coordinator with necessary expenses, etc. within the budget.

② The president may support necessary matters for the purpose of smooth operation of Council.

Article 15 (Detailed Regulation) Matters concerning the operation of Council which are not regulated by this Provision shall be prescribed by detailed regulations.

This Provision shall enter into force on the date of its promulgation.
